The Government of the Russian Federation appointed Rosaviation as its executive representative for the 1998 safety agreement between Russia and the United States (BASA), the aviation department said . Earlier, according to the document, powers under an agreement with the US were divided between two departments: MAC was responsible for the approval of technology, and the Federal Aviation Service of Russia (the predecessor of the Federal Air Transport Agency) was also involved in approval of maintenance companies, technical and flight personnel, flight operations and maintaining airworthiness aircraft.

The transfer of authority from IAC to Rosaviatsia has already been already notified, including the International Civil Aviation Organization (ICAO), the CIS countries, the European Union, as well as China, India, Canada, Italy, Turkey, South Africa, Brazil, Mexico, Indonesia, Malaysia, Mongolia, Cuba, Switzerland and Japan.
